Use scripts/scrape-perspective.mjs for the recurring scrape. It writes:

- docs/cache/perspective/YYYY-MM-DD.md
- docs/cache/perspective/latest.md
- docs/cache/perspective/state.json

The script tries Lightpanda with --obey_robots first and falls back to curl only when the Drupal pages render empty through Lightpanda.

Frequency: weekly is appropriate. Perspective publishes news, studies, public consultations, events, and IBSA-linked statistical updates often enough that monthly checks would miss some time-sensitive planning/public-participation items.
